Systems Management Technology, Inc. (SMT) has been providing Logistics, Engineering, Program Support, and Training consulting services to The Department of Defense (DoD) since 1987. SMT specializes in United States Navy Aviation and Surface Training, focusing on aircrew and ground crew operations and maintenance for manned and unmanned aircraft and related sensor and ordnance systems. This specialization extends to providing program support services, logistics and engineering services for training devices, technical training equipment and curriculum associated with the parent weapon systems.

SMT training consulting services include Manpower, Personnel and Training (MPT) analyses and documentation. SMT has performed Hardware/Manpower Analysis (HARDMAN), Training Situation Analysis and Training Planning Process Methodology (TRPPM) analysis;. SMT prepared Manpower Estimate Reports (MERs) and Human System Integration Plans (HSIPs). SMT has developed Navy Training Plans (NTPs) and Navy Training System Plans (NTSPs). SMT has developed curricula, both paper-based and computer-based, and provided instruction in support of training capability transfer from the weapon system manufacturer to the Government. Products developed using the Instructional Systems Development (ISD) process include training task analyses, Interactive Courseware (ICW) design documents and development plans, storyboards, training course control documents, lesson plans, trainee guides, test packages, and training handbooks.

SMT logistics consulting services cover all areas of logistics, but specializes in training and training support as it relates to logistics (as a logistics element). SMT personnel developed Fleet Introduction Plan, Captive Air Training Missile (CATM) Retrofit Plan, and Training Transition Plan for SLAM-ER. Furthermore, SMT personnel have had experience supporting the weapons programs for logistics. SMT engineering consulting services specialize in training device development. SMT has prepared development and fabrication specifications, and flight safety data packages, designed/prepared engineering drawing packages, and performed structural and mass property analyses in support of training system development and acquisition.

SMT program support services include management of Non Combat Expenditure Allowance (NCEA) firings and fleet coordination, Design Advisory Group oversight, Human Factor Engineering, acquisition management, Statement of Work Review, Basis of Estimate technical reviews; development of performance specifications, RFPs, SOWs, CDRLs, development plans, and validation plans; ECPs review, attendance and participation in IPT, Risk Board, ILS Working Group, ILSMT, OTRR, ILA, and ACT meetings; preparation of briefings and input to checklists in support of those meetings; reviews acquisition/programmatic documents and provides input/comments as IPT requires.

SMT provides a variety of multimedia services for both Government and commercial clients. These services range from complete computer-based training (CBT) products, such as Interactive Courseware (ICW), job aids and kiosks, to component media such as digital video creation/editing, 2D and 3D animation, 3D modeling, 2D and 3D still graphics, digital photo editing, and digital sound and narration assets. SMT is aware of the spectrum of instructional needs and the choices available in today's ever-expanding technology base. SMT can provide the guidance necessary to make smart decisions for media delivery, e.g., Internet/Intranet, CD, and video tape, as well as the guidance needed to match accompanying component media to instructional requirements. Once these decisions have been made, SMT can storyboard, script, and produce the multimedia products you desire. SMT is continually striving to integrate the latest technology into its production services where it is applicable and most cost-effective.

Functional Areas Supported

SMT has a long history of working in supporting both NAVAIR and NAVSEA for the three following Functional Areas: Logistics Support; Training Support; and Program Support.

SMT has been providing support in the Logistics, Training, and Program Support Functional areas for over 24 years to both NAVAIR and NAVSEA. SMT has demonstrated its capability by supporting a variety of NAVAIR weapons programs, such as Harpoon, Standoff Land Attack Missile – Expanded Response (SLAM-ER), Sidewinder, and many others. SMT personnel have over 90 years of experience in supporting the Functional areas of Logistics, Training and Program Support. SMT has demonstrated an excellent grasp of DOD 5000.2 documentation requirements. SMT personnel have created and staff required program documentation for Milestone reviews and participated in Naval Program Decision Meetings as representatives for Manpower, Personnel and Training. SMT Personnel have chaired Integrated Product Teams (IPTs) for Training and for Human Systems Integration for the Harpoon Block 3 program. In the following tables, SMT will demonstrate excellent capability over multiple contracts and multiple customers, such as NAVAIR PMA201, PMA205, and PMA242.

N00178-04-D-4088 FG02 : As a subcontractor, SMT provided subject matter expertise in air launched weapons and air-to-ground weapons programs. SMT personnel were responsible for reviewing emerging and existing weapon systems for maintenance, training, and safe fielding impacts. SMT provided logistics, quality control, and training for USN, USMC, and international military officers and enlisted personnel in the use and maintenance of air weapon systems and associated equipment. SMT personnel managed all logistics elements for the Crew Serve Weapons Aviation Training command as the Logistics Program Management Specialist. SMT personnel reviewed eight newly developed Weapons Standard Operating Procedures to ensure that all policies concerning environmental Safety were encompassed and addressed through the use and implementation of Operational Risk Management (ORM), prior to its receipt. SMT also coordinated and developed the Integrated Logistics Support (ILS) plans and practices for major, complex systems that encompass emerging technologies to meet complicated fielding requirements.

N00421-04-D-0058 : As a subcontractor, SMT supported the Harpoon, SLAM-ER and AN/AWW-13 data link pod programs at NAVAIR PMA201. Under this contract, SMT assisted in Manpower Personnel and Training (MPT) requirements determination for Harpoon Block III (H3) program. SMT prepared training inputs for H3 Logistics Requirement Funding Summary (LRFS), Integrated Logistics Assessment (ILA) preparation for H3, and H3 Specification and Statement of Work preparation, CDRL. SMT supported IPT, ILS Working Group, ILSMT, OTRR, ILA, and ACT meetings. SMT prepared briefings and input to checklists in support of those meetings; reviewed acquisition/programmatic documents and provided input/comments. SMT provided Harpoon and SLAM-ER Non Combat Expenditure Allowance (NCEA) support by determining Fleet requirements and coordinating with Fleet Activities and Fleet Units to ensure timely asset movement and Fleet Firing planning and preparation. SMT supported the SLAM-ER retrofit from software version 1.9 to 2.0 by drafting detailed asset lists including both tactical and training assets. SMT assisted with the scheduling of Tiger Teams to execute the SLAM-ER Retrofit and assisted in the coordination with the local activities for security and support. SMT scheduled SLAM-ER Training sessions at the contractor facility for F/A-18 and P-3 communities. SMT provided assistance in the drafting and review of logistics documentation such as the User Logistics Support Summary (ULSS) for H3 and SLAM-ER programs.

N00421-09-C-0030 : As a subcontractor, SMT continued to support the Harpoon, SLAM-ER and AN/AWW-13 data link pod programs at NAVAIR PMA201. SMT prepares inputs to LRFS for Harpoon and SLAM-ER programs. SMT supported IPT, ILS Working Group, ILSMT, OTRR, ILA, and ACT meetings. SMT prepared briefings and input to checklists in support of those meetings; reviewed acquisition/programmatic documents and provided input/comments. SMT provided Harpoon and SLAM-ER NCEA support by determining Fleet requirements and coordinating with Fleet Activities and Fleet Units to ensure timely asset movement and Fleet Firing planning and preparation SMT provided assistance in the drafting and review of program documentation for the Harpoon Block 1c program such as the Harpoon Block 1c ULSS and NTSP. SMT personnel are responsible for representing the Harpoon Block 1c program in the FY12 AEGIS Modernization (AMOD) Combat Systems (CS) Training Planning Process Methodology (TRPPM) Conference. The AMOD CS TRPPM Conference requires coordination with both logistics and engineering teams, and SMT reports out on actions and reports from the meeting. SMT is assisting in the recall and inventory management of the SLAM-ER Endgame Simulator. SMT is responsible for coordinating SLAM-ER Training Sessions with the Fleet.

N00178-04-D-4088 FG01 : As a subcontractor, SMT supported NAVAIR PMA205 for weapons system training. SMT has developed the Dual Mode Laser Guided Bomb (DMLGB) Computer Based Trainer (CBT) for inclusion on Navy Knowledge Online. SMT has also developed a Training Munitions Application Program (MAP) for DMLBG for use in training Common Munitions BIT Reprogrammable Equipment (CMBRE). SMT has developed CBT for the Advanced Anti-Radiation Guided Missile (AARGM), Sidewinder and Advanced Medium Range Air-to-Air Missile (AMRAAM) programs. All CBT were developed in accordance with DOD regulations and were compliant with Sharable Content Object Reference Model (SCORM) standards. In addition, SMT developed CMBRE Training MAPs for the Sidewinder and AMRAAM programs. N00178-04-D-4088 FG02 – As a subcontractor, SMT has been supported NAVAIR PMA205 for weapons system training. SMT personnel were responsible for weapons systems training curricula review, school house equipment list verification and coordination, and school house training equipment list verification and coordination. SMT personnel also acted as training instructors for various weapons programs. SMT personnel are familiar with all applicable DOD instructions, regulations and new initiatives such as the Authoring Instructional Materials (AIM) II program for school house curricula.

N00178-05-D-4524 M804 : As a subcontractor, SMT has been supported NAVAIR PMA205 for weapons system training. SMT personnel were responsible for weapons systems training curricula review and insertion into proper courses, such as DMLGB curricula insertion into C-646-2012 course and the Laser Joint Direct Attack Munitions (LJDAM) implementation into the C-122-3113 course. SMT personnel were responsible for school house training equipment list verification and coordination, such as the delivery of AARGM Dummy Air Training Missiles (DATM’s) to AO “A” School. SMT personnel are familiar with all applicable DOD instructions, regulations and new initiatives such as the Authoring Instructional Materials (AIM) II program for school house curricula N00421-04-D-0058 - As a subcontractor, SMT has been supporting NAVAIR PMA201 for training. SMT supported the training device acquisition efforts for Harpoon Block 3, determining which existing Harpoon Block 1c training devices required upgrades or replacements. SMT developed Captive Air Training Missile (CATM) requirements for H3 as well as oversaw the development of H3 Crytpo Key Handling module on Simple Key Loader for Aviation Electronics Technicians. SMT was responsible for the development of the SLAM-ER Endgame Simulator (SES) upgrade to software version 1.9.

N00421-09-C-0030 : As a subcontractor, SMT has been supporting NAVAIR PMA201 for training. SMT supports the acquisition of a new Harpoon Training Device for the Surface Community by reviewing SPEC/SOW and Basis of Estimates (BOE), by attending Fact Finding meeting with the prime contractor to review BOEs, by coordinating with the school house and CSCS Dahlgren to ensure that school house requirements are considered during the contract negotiations. SMT has been coordinating the acquisition of a new SLAM-ER simulation for software version 2.0. The SLAM-ER simulation will be delivered to the P-8A, F/A-18 C/D, and F/A-18 E/F platform simulators as well as the SLAM-ER Endgame Simulator developer. SMT is coordinating all of the Government Furnished Information (GFI) requests from the developers and platform simulators and ensuring proper development of the model.

N66001-06-D-5021 : As a subcontractor, SMT supported the Surveillance Towed-Array Sensor System (SURTASS) and Fixed Senor System programs for NAVSEA. SMT provided MPT inputs to Capability Production Document for SURTASS program. SMT provided MPT inputs to SURTASS and FSS User Logistics Support Summaries.

N00178-04-D-4088 FG01 : As a subcontractor, SMT supported the Advanced Deployable System (ADS). SMT was responsible for the creation and staffing of the ADS Manpower Estimate Report (MER), for using CMATT (now HARPS/NTSP) website to develop an ADS NTSP, and for submitting input to and reviewing the EMD SOW. SMT was responsible for the creation and staffing of the Sidewinder and AMRAAM NTSPs. SMT reviewed SOWs, ECPs and other program related documentation. SMT provided LRFS inputs for training to various Air-to-Air programs.

N00421-04-D-0058 : As a subcontractor, SMT supported the Harpoon, SLAM-ER and AN/AWW-13 data link pod programs at NAVAIR PMA201. SMT was responsible for the creation and staffing of the H3 Manpower Estimate Report (MER) and the Naval Training System Plan (NTSP) as PMA201 successfully completed a Naval Program Decision Meeting and received Milestone B approval for H3 from ASN (RDA). SMT supported all of the decision meeting as part of the H3 team as well as supporting H3 Preliminary Decision Review (PDR) and Critical Decision Review (CDR). SMT personnel chaired the H3 Human Systems Integration (HSI) IPT team and the H3 Training IPT team during this time period. SMT personnel were responsible for chairing the H3 Design Advisory Group (DAG) and preparing all HSI inputs to funding and technical plans. SMT H3 BOEs for impact to logistics, HSI and Training. SMT was responsible for Fleet Liaison for the SLAM-ER and Harpoon programs. After the cancellation of the H3 program, SMT personnel assisted in the transfer of funding and information for the software module on Simple Key Loader for the Crypto Graphic Weapon Data Link to be used on Networked Enabled Weapon (NEW) platforms to the Joint Standoff Weapon (JSOW) Program. SMT personnel ensured that this critical capability for both systems was transferred to JSOW personnel so that JSOW could continue to use the capability developed in the H3 program.

N00421-09-C-0030 : As a subcontractor, SMT supported the Harpoon, SLAM-ER and AN/AWW-13 data link pod programs at NAVAIR PMA201. SMT personnel have supported the SLAM-ER Digital Frequency Reallocation Group (DFRAG) meetings by preparing briefs for Systems Requirements Review and PDR/CDR meetings. SMT also participates in weekly SLAM-ER DFRAG meetings. SMT coordinates SLAM-ER and Harpoon training risks and Fleet issues for the SLAM-ER/Harpoon risk program. SMT is responsible for submitting risks and when appropriate drafting risk mitigation strategies. SMT also supports weekly Aircraft Integration Team meetings, Engineering Team meetings and Program Management team meetings. SMT personnel were responsible for the creation and staffing of the Small Diameter Bomb II (SDB II) MER and NTSP.

N66001-06-D-5021 : As a subcontractor, SMT supported the Surveillance Towed-Array Sensor System (SURTASS) program. SMT supported SURTASS meetings and reviews. SMT was responsible for the creation and staffing of the SURTASS NTSP. SMT personnel created the SURTASS Military Characteristics Document, which documented SURTASS Training device requirements.
